Within the jurisdiction of the Brihanmumbai Municipal Corporation (BMC), Byculla is part of Ward "E." Byculla was an outgrowth of the island of Mazagaon, which was one of the seven that eventually merged to form Mumbai in the late 18th century. It was low-lying Flats that were flooded by the Great Breach at Mahalaxmi at high tide. However, in 1784, the Hornby Vellard project successfully sealed the gap, effectively merging Bombay's seven islands into a single island.
